The Ministry for Energy and Water is the central public organization in charge of competences in the field of water in Lebanon. It is formed of 3 General Directions:
-The General Direction of Hydraulic and Electric Resources,
-The General Direction of Exploitation,
-The General Direction of the Petroleum.
In this report, only the first two Directions will be quoted because they deal with water problems.
1- The General Direction of Hydraulic and Electric Resources:

Its functions are the following:
- to plan and study the hydraulic projects, to carry them out and supervise the execution,
- to apply the laws and regulations relative to the protection of public water and its exploitation.
2- The General Direction of Exploitation:

Its functions are the following:
- to exercice the power of tutelage on the public establishments working in the water sector: these are mainly the Water Authorities and the Litani National Authority,
- to ensure the administrative and financial control of these organizations and to attend to the application of the tender documents and specifications relative to the exploitation of water,
- to study the complaints and measurements necessary to regulate the infringements committed by the organizations working in the water sector.
